Mechanism to Avoid 10% Duty on Soybean and Rapeseed Exports to Be Implemented Soon

The Ministry of Economy of Ukraine is preparing to implement a new mechanism that will allow exporters of soybeans and rapeseed seeds to avoid paying a 10% duty. This was announced by Deputy Minister of Economy Denys Bashlyk during the Forbes Agro conference. According to him, the software for the new mechanism is already 90% ready, and a final government decision is expected in the coming days. It is anticipated that the confirmation of the exporter-producer status will be possible through the State Agrarian Register, which will significantly speed up the process.

Details of the Mechanism Implementation

Denys Bashlyk emphasized that changes are being developed that will allow producers to receive compensation for duties already paid. Such innovations are expected to provide substantial support for producers working in the export market. The Deputy Minister noted the importance of ensuring the efficiency and transparency of the process to minimize the administrative burden on farmers.

Ministry’s Position and Farmers’ Concerns

The Ministry of Economy emphasizes that it is not currently considering a complete abolition of the existing 10% duty. The agency stresses that the funds received from this tax are directed to a special fund. At the same time, participants in the conference from among the farmers expressed criticism regarding the introduction of the duty and stated its negative consequences for the industry.

Thus, in the coming days, the launch of a new mechanism is expected, which will allow producers to quickly obtain confirmation of their exporter status and avoid paying duties on soybean and rapeseed exports.
