Growth of Capital Investments in Ukraine Slowed in the First Half of 2025

In the first half of 2025, the growth rate of capital investments in Ukraine slowed to 30.6% compared to the same period in 2024, when it was 32.5%. Over the six months of this year, the volume of utilized capital investments reached ₴280.18 billion.

Structure of Sources of Capital Investment Financing

The main source of investment financing remains the own funds of enterprises and organizations, which accounted for 73.7% of the total investment volume. The state budget contributed 5.4% of all capital investments, while funds from the population directed towards housing construction amounted to 5.9%. The share of local budgets in financing investments is 3.8%. Bank and other borrowed financing accounts for 4.8% of the total amount, while investments from foreign investors remain minimal at only 0.2%.

Dynamics by Sectors and Areas

The largest increase in capital investment volumes was recorded in agriculture — up 46.6%, amounting to ₴29.55 billion. In industry, investments grew by 32.1% to ₴110.45 billion. The transport, warehousing, postal, and courier services sector demonstrated an increase of 12.3%, reaching ₴31.59 billion. Significant growth also occurred in wholesale and retail trade — up 34%, to ₴25.32 billion. In construction, investments increased by 15.9% (₴21.91 billion), while real estate transactions recorded the highest growth rate — 150%, reaching ₴7.88 billion.

At the same time, in public administration and defense, investment volumes decreased by 39.5% — to ₴16.42 billion, and in the field of arts, sports, entertainment, and recreation — by 48.9%, to ₴0.76 billion.

In 2024, capital investments in Ukraine increased by 35.1% compared to 2023, reaching a volume of ₴534.4 billion.
