The Polish Association of Oil Producers (PSPO), representing the vast majority of the industry — about 95%, has appealed to Prime Minister Donald Tusk to reconsider the current ban on Ukrainian rapeseed imports, established in 2023. According to PSPO representatives, the raw material shortage in the 2025-2026 season could reach at least 500,000 tons, threatening the stable operation of Polish oil mills. Currently, companies are already facing a significant lack of rapeseed due to reduced harvests.

Industry Challenges and Economic Impact
Industry experts note that the current situation creates unequal conditions for Polish companies compared to producers from other European Union countries, who can import Ukrainian rapeseed without restrictions. PSPO representatives emphasize that lifting the ban will not harm Polish farmers, as all domestic rapeseed harvest will be purchased at European prices.
“The export infrastructure from Ukraine has already changed significantly since 2022, and mass imports of rapeseed to Poland will not be repeated.”
Position of the Polish Government
Despite the concerns of oil producers, the Polish government currently has no plans to lift the ban on rapeseed seed imports from Ukraine. Officials are awaiting the conclusion of negotiations regarding potential changes to the trade agreement between the European Union and Ukraine before making a final decision on the import of this raw material.
