According to the information from the All-Ukrainian Agricultural Council, about 39% of agricultural companies in Ukraine are experiencing significant difficulties in finding qualified personnel. This issue was studied as part of a survey that covered approximately 55,000 employers providing jobs for over 4.2 million people. Thus, agriculture has become one of the sectors facing the greatest labor shortage.

, emphasized Dmytro Kokan, Deputy Chairman of the Agricultural Council.
He also noted that the main factors contributing to the labor shortage are the war, mobilization, as well as urbanization and the outflow of youth from rural areas.
At the same time, Prime Minister Denys Shmyhal reported that since the beginning of 2025, Ukrainian agricultural companies have received nearly ₴44.5 billion through various state support programs. These programs have been utilized by 7,400 agricultural enterprises. Additionally, 7,700 farms received subsidies for livestock development. To pay the next tranche under the relevant program, the state attracted over ₴390 million in grant funds from the World Bank.
