Ukraine Lost €2 Billion Due to Changes in Trade Rules with the EU in 2025

Ukraine suffered significant economic losses in 2025 due to changes in trade rules with the European Union. According to estimates by Alexandra Avramenko, an expert from the Ukrainian Agribusiness Club, agricultural products worth €2 billion could not be exported to foreign markets, with 95% of the unrealized exports pertaining specifically to EU countries.

Changes in Trade Relations with the EU

The expert reminded that in 2025, several formats of trade cooperation existed between Ukraine and the EU. The first were Autonomous Trade Measures (ATMs), which the European Union implemented to support the Ukrainian economy. These measures were in effect until June 2025. After the conclusion of the ATMs, a transitional period of five months began, and from October 29, 2025, a new trade mechanism was launched.

She expressed hope that in 2025, Ukrainian exporters would gain some experience in supplying products to the European market under the new rules and would have a better understanding of the new trade mechanism in 2026.

Losses in Export Potential

The export of rapeseed has also significantly decreased. In the current season, it amounted to 1.3 million tons, while in the previous year, this figure reached 2.8 million tons. The volumes of rapeseed oil exports totaled 305,000 tons. As a result, the remaining export potential of rapeseed that can still be realized is estimated at 1.2 million tons. This represents approximately $680 million in potential foreign currency earnings that Ukraine was unable to receive in a timely manner.
