Ukraine is considering a project to create the first toll highway that will connect the city of Kovel in Volyn with the border crossing “Yahodyn-Dorohusk” on the Ukrainian-Polish border. It is expected that the new expressway will contribute to the development of transportation infrastructure and improve logistics between Ukraine and the European Union.

Deputy Minister of Development Serhiy Derkach explained that this road project is the first case in Ukraine where the state plans to involve private investors in the comprehensive reconstruction and expansion of the road to four lanes. This is not just about updating the existing route, but about creating a modern transportation artery of European standards.
“On the other hand, Poland is building a highway, and it would be good to extend it to Kovel – there is both a railway hub and a further road junction. This will be a good case that we will try to work on,” said Derkach.
Route, Concession, and Prospects
Currently, several route options are being developed that could most effectively connect Kovel with the border. The maintenance of the highway will be handled by private companies that will participate in the project under concession terms. The direction to the “Yahodyn-Dorohusk” border crossing was chosen due to its high transportation load, which allows for the implementation of a financial model for the concession considering the toll. The introduction of such a highway is expected to serve as an example for further infrastructure projects in Ukraine.
