Ukraine and Japan are actively developing their strategic partnership, as evidenced by significant financial support and numerous new agreements. According to experts, since the beginning of Russia’s full-scale invasion, Japan has provided Ukraine with approximately $10 billion in financial aid, making it the third-largest donor to Ukraine and the second-largest in terms of budget support since February 2022.

Dynamics of Agreements and Institutional Cooperation
In February of last year, during the Ukrainian-Japanese conference in Tokyo, 56 agreements on cooperation in various fields were signed. In June 2024, this list was expanded by another 23 documents regarding interaction between Ukrainian and Japanese organizations. Such a number of signed agreements indicates a systematic approach to bilateral cooperation, which has long gone beyond one-time support.
The Japanese government has also significantly strengthened its presence in Ukraine. In particular, the Japan External Trade Organization (JETRO) opened an office in Kyiv, and the Japan International Cooperation Agency (JICA) is gradually expanding the number of joint projects. The Japan Bank for International Cooperation (JBIC) has included Ukraine in its programs, and in January of last year, the JUPITeR platform was created to attract Japanese businesses to the reconstruction of Ukraine’s infrastructure.
Promising Areas of Cooperation and Technological Exchange
One of the key sectors gaining particular importance in the cooperation between Ukraine and Japan is the military-technical field. According to an analyst, a specific component of Japanese security, particularly in the area of drones, especially maritime ones, is currently lagging behind and requires rapid development. Ukrainian developments in this field are already attracting interest from the Japanese side.
“For the first time in history, we are witnessing a moment when Japan itself needs our technologies that will be exported,” noted the analyst.
Thanks to this dynamic in bilateral relations, Ukraine and Japan are not only deepening their strategic partnership but also creating the conditions for technological exchange, investment, and long-term cooperation in various sectors.
