Growth Forecast for IT Companies and Digital Exports from Ukraine in 2025

The export of IT services from Ukraine in 2025 shows a positive trend. According to estimates, this year’s growth in IT service exports may reach 1.5%. At the same time, it is expected that exports to European Union countries will increase by 9-11%, reaching $2.52-2.57 billion, while supplies to the United States may decrease by 4-5.7% to $2.26-2.30 billion. Overall, the total export of IT services from Ukraine is projected to amount to $6.45-6.52 billion.

Positions of the IT Sector in Export Structure

The IT sector remains a leader among Ukraine’s export services, accounting for 41.9% of the total volume of service exports. At the same time, the industry constitutes 12.3% of the country’s total exports of goods and services, second only to the agri-food segment. Despite this, the share of the IT sector in Ukraine’s GDP decreased to 3.92% in 2024, compared to 4.43% in 2023. This reduction is not due to a decrease in the capacities of the IT industry, but rather to the faster growth of other key sectors of the economy.

Financial Forecasts and Number of Companies

The maximum overall growth of IT service exports was recorded in 2021, when it reached 38.1%. If an optimistic development scenario is realized in 2025, the turnover of the IT sector will reach $7.56 billion, which is 1.03% more compared to the previous year. In the event of a pessimistic scenario, the market may decrease to $7.47 billion, indicating a slight decline of 0.17%.

As of December 2025, over 2,000 IT companies are actively operating in Ukraine, confirming the stability and significant potential of the industry even in challenging economic conditions.
