The neobank Revolut has announced its intention to open a new headquarters in Paris, investing €1 billion (approximately $1.1 billion) in the French market over the coming years. This information was revealed during the Choose France summit organized by French President Emmanuel Macron.

As part of the summit, the company stated that the new headquarters in Paris will serve as a foundation for further expansion in the European market. Currently, Revolut’s offices are located in London and Vilnius. The €1 billion investment aims to create up to 200 new jobs in France over three years.
Expansion in Europe and new opportunities
The Paris office will be responsible for Revolut’s operations in countries such as France, Spain, Italy, Portugal, Ireland, and Germany, accelerating the company’s expansion across Europe. At the same time, the headquarters in Vilnius will continue to manage Revolut’s business in Eastern Europe.
Licensing and criticism of bureaucracy
The company is currently undergoing the process of obtaining a license from the Prudential Supervision and Resolution Authority, as most of its retail customers are located in France. In 2024, Revolut already received a similar license in the United Kingdom, which took three years. The company’s CEO, Nikolai Storonsky, expressed criticism towards local authorities for excessive bureaucracy.
Regarding the Ukrainian market, in February 2025, Revolut officially began its operations in Ukraine, and plans to enter the Mexican market soon.
“Our dual-center model, with Lithuania still being our key base for Eastern Europe, allows us to scale faster, deepen regulatory cooperation, and provide higher-quality, locally adapted financial services to millions of customers across the European Economic Area,” said Antoine Le Nelle, Revolut’s Chief Development Officer.
