Dormant Licenses for Subsoil Use in Ukraine: Data and Prospects

According to information from the State Service of Geology and Subsoil, there are 154 licenses considered “dormant” among the special permits issued for subsoil use in Ukraine. This means that over the past 10 years, less than 1% of the total balance of mineral reserves has been extracted from these areas. Such licenses account for less than 4.4% of the total number of permits currently active in Ukraine as of April 2025, when their number reached 3,503. Additionally, dormant licenses make up about 6.3% of the total number of extraction licenses, which totals 2,444 licenses.

It is important to note that these 154 special permits were issued before the second quarter of 2015. Among them, the highest number of licenses is for granite extraction (38), clay (22), sand (15), limestone (10), and clay (8). At the same time, there are no special permits for the extraction of hydrocarbons, such as oil, gas, or condensate, in this list. The government of Ukraine plans to conduct an audit of all “dormant” special permits, which may affect the future use of these resources.
