Ukrainian Prime Minister Yulia Sviridenko announced the approval of a detailed plan for implementing a moratorium on unjustified business inspections and limiting state interference in entrepreneurial activities. According to her, the state will not hinder transparent business operations, and the new measures are aimed at creating a more favorable environment for entrepreneurs.

Restrictions on Inspections and Exceptions for High-Risk Sectors
According to the approved plan, starting from July 24, the tax and customs services will cease inspections for low-risk enterprises. At the same time, in high-risk sectors, particularly in the circulation of excise goods, control will remain mandatory due to the special importance of these sectors for the economy and state security.
Deregulation and Digital Control
Within the next month, the State Regulatory Service, together with relevant ministries, is to develop and submit proposals for deregulation, as well as reducing the excessive number of permits required for businesses. By October 21, law enforcement agencies must agree on an effective mechanism for identifying assets under sanctions and ensure their return to the state budget, which will contribute to the financing of defense and recovery programs.
Sviridenko specifically emphasized that the government plans to implement a digital control system for enterprises and conduct quarterly reviews of the effectiveness of the measures implemented regarding inspections and interference in business operations.
Additionally, the Cabinet of Ministers is preparing amendments to the Criminal Procedure Code. According to the new rules, only the Prosecutor General or regional leaders will be able to initiate criminal proceedings against entrepreneurs, which is expected to reduce the risk of abuse by law enforcement agencies and protect businesses from unjustified pressure.
