In July 2025, the volume of IT services exported from Ukraine reached $555 million, which is $10 million more than in May and $29 million higher than the figure for June. Compared to July of last year, when exports amounted to $545 million, there is an increase of $10 million. These figures indicate a gradual recovery of the sector after a two-month decline.

Dynamics of IT Services Export in 2025
Since the beginning of the year, the highest IT export figures were recorded in April — $569 million, while the lowest were in January — $489 million. The total export amount for the first seven months of 2025 reached $3.853 billion, slightly exceeding the same period last year ($3.846 billion).
Challenges in the Russian IT Market
Meanwhile, the Ukrainian Foreign Intelligence Service reports a deterioration in the situation in the Russian IT market. The industry is experiencing a prolonged crisis caused by a mass exodus of specialists — over 20,000 IT engineers have left the country in the last three years. At the same time, there has been a sharp decrease in the influx of foreign specialists, leading to a loss of key competencies, reduced manageability, and a slowdown in the development of the industry.
According to intelligence estimates, companies are forced to “patch holes” with internal reserves, often of lower qualification, which directly impacts the quality of products and timelines.
In addition to staffing issues, the Russian Federation faces technological isolation: due to sanctions and export controls, the country is losing access to modern microelectronics, cloud services, and key development tools. The combination of these factors significantly slows the development of Russia’s IT sector.
