In the draft State Budget of Ukraine for 2026, the Ministry of Community and Territorial Development has been allocated funding of ₴68.4 billion for the implementation of 59 budget programs. A significant portion of this amount, specifically ₴22.3 billion, will be directed towards the restoration of the country’s infrastructure.

Budget Priorities: Infrastructure, Roads, and Housing
As reported by Deputy Minister Alona Shkrum, among the key areas of funding is a new public investment program, which has been allocated ₴13.7 billion. These funds are planned to be directed towards projects for the reconstruction of ports, the development of the aviation sector, the maintenance of locks, as well as co-financing railway infrastructure.
Additionally, the Recovery Agency is allocated ₴12.8 billion for the maintenance of public roads. Another ₴10 billion is planned for the comprehensive restoration of settlements affected by hostilities. However, according to Minister Oleksii Kuleba, the allocated funds for the road sector are insufficient.
“Currently, we need five to six times more funds for the normal functioning of the road industry,” Kuleba said, emphasizing the importance of roads for logistics and social needs.
Support for Regions and Housing Programs
₴8.2 billion is allocated for the development and restoration of regions, of which ₴2 billion will come from the State Regional Development Fund. The main focus is on the construction of shelters, the restoration of facilities after shelling, and ensuring stable heating during the heating season.
For the housing restoration program in 2026, ₴6.9 billion is allocated. These funds will be used to finance the “eRestoration” initiative, State Youth Housing programs, and to provide preferential loans for internally displaced persons.
