The European Investment Bank (EIB) is providing funding of €100 million for the construction and restoration of socially important infrastructure facilities in Ukrainian communities. The selection of projects for funding is ongoing from September 10 to September 30, 2025, under the “Ukraine Recovery Program III” (Tranche B).

Participation Conditions and Funding Priorities
Communities that submit projects in priority areas are eligible to participate in the program. In particular, this includes the reconstruction and construction of housing for internally displaced persons, the development of communal services, the construction of hospitals, the establishment of shelters for educational and healthcare institutions, as well as the completion of work on facilities with a high degree of readiness, especially in the education sector.
The maximum funding amount for a single project cannot exceed €5 million. A mandatory condition for participation is co-financing from the community, which must be at least 23% of the total project cost.
International Support and the Example of the Bucha Community
In addition to EIB funds, Ukrainian communities are also attracting support from other international organizations. For example, in the Bucha community in Kyiv Oblast, the project “Housing Repair for Restoring Rights and Opportunities of People” (Hope) has been launched. This initiative, funded by the World Bank, will involve major repairs in 79 apartment buildings in Bucha, Vorzel, Myrotske, and Havrylivka.

These projects aim to improve living conditions and restore social infrastructure, which is vital for regions affected by the war.
