Germany has financed over 1,000 subsidized mortgages for internally displaced persons in Ukraine

As part of the subsidized mortgage program “Housing for Internally Displaced Persons,” 1,053 loans have already been issued to internally displaced persons in Ukraine. The German government provided a grant of €42.5 million for the implementation of this initiative, which has been fully utilized.

Favorable conditions and support from the German government

The program is funded through grants allocated by the German government via the KfW Development Bank. Its goal is to assist internally displaced persons who have lost their homes or have been forced to leave their residences due to the war. Borrowers receive mortgage loans at a fixed rate of 3% per annum with a repayment term of up to 30 years.

Continuation of the program — new opportunities for displaced persons

In May 2025, the Ukrainian government reached an agreement with the Council of Europe Development Bank to attract an additional €50 million to extend the program. This funding will allow nearly 1,100 more families of internally displaced persons to benefit from subsidized mortgages and acquire their own housing.
