The Ministry of Finance of Ukraine has not initiated new rounds of negotiations with the holders of state GDP warrants amounting to 2.6 billion dollars following the default. The agency maintains ongoing dialogue with the creditors’ committee and individual investors, but no official consultations regarding updated restructuring terms have been scheduled yet.

The Ministry of Finance emphasizes that the only round of closed negotiations with creditors took place from April 15 to April 23, 2025, but these talks ended without signing an agreement. There are currently no clear deadlines set for the completion of the restructuring process, but the ministry continues to work towards reaching an agreement by the end of 2025.
Lawsuits and Government Strategy
As of July 2025, the agency has not recorded any lawsuits from the holders of GDP warrants due to this year’s missed payment. The main goal of the Ministry of Finance remains to reduce the debt pressure on the Ukrainian economy while not harming the post-war recovery programs of the state.
