The Ministry of Community and Territorial Development of Ukraine has successfully secured €3.55 billion in funding from European partners following the URC2025 conference. Thanks to the signed agreements, memorandums, and joint statements, a number of projects aimed at the restoration and development of Ukrainian infrastructure are planned for implementation.

Main Agreements and Directions for Fund Utilization
Within the framework of URC2025, five agreements totaling over €370 million have been signed, along with six memorandums amounting to approximately €379.3 million. In addition, four joint statements were announced, grant funding was declared, and approval was received for the allocation of an additional €232.7 million.
Significant support was provided by the memorandum with the Ministry of Foreign Affairs of Italy, which includes insurance coverage of up to 100% for banks on export credits totaling up to €1.5 billion. Ten agreements have also been signed between the European Union and development banks, covering funding for areas such as recovery, municipal infrastructure, energy, heating supply, transport, and business support, totaling €929.3 million.
Initiatives to Support Communities and Internally Displaced Persons
Separately, the ministry initiated the consideration of allocating €140 million from the Council of Europe Development Bank. Of this amount, €80 million will be directed towards compensation for internally displaced persons for lost housing in temporarily occupied territories, and an additional €60 million will be allocated for preferential mortgage loans under the “Housing for Veterans” program.
The local level has also received significant support: Ukrainian communities and regional administrations have entered into a number of partnership agreements with European companies, regions, and organizations. The total value of agreements at this level reaches nearly $200 million. In particular, the European Bank for Reconstruction and Development has signed a series of agreements with Ukraine to provide over €65 million in loans for the implementation of municipal infrastructure projects.
In total, as summarized by the Prime Minister of Ukraine Denys Shmyhal, over 200 agreements and memorandums worth more than €13 billion have been signed at URC2025.
