Over $17 Billion Needed for Ukraine’s Recovery in 2025

According to updated estimates, the total funding requirement for the recovery of Ukraine amounts to $524 billion. For 2025, $17.3 billion is needed to implement recovery measures. Key priorities include housing, critical infrastructure, energy, and social services.

This year, ₴36.5 billion in subsidies for local budgets has been planned. Additionally, the government has allocated nearly ₴2 billion for 180 communities in nine border and frontline regions. The largest amounts have already been received by the following regions: Kharkiv region — nearly ₴500 million, Kherson region — over ₴200 million, Sumy region — ₴200 million, Donetsk region — ₴150 million, Dnipropetrovsk region — ₴60 million.

A separate funding direction is ensuring military logistics. ₴5.2 billion has been allocated for the repair and maintenance of roads, as well as evacuation routes vital for the Armed Forces of Ukraine.

The State Regional Development Fund has received funding of ₴1 billion for the first time since the beginning of the full-scale invasion, and next year this amount is planned to be increased to approximately ₴30 billion.

Furthermore, the government has allocated over ₴890 million for the implementation of recovery projects in Zaporizhzhia and Kharkiv regions. These funds will be directed towards infrastructure and social facilities that were destroyed as a result of the war.
