According to the results of the first quarter of 2025, there has been a significant increase in the collection of scrap ferrous metals in Ukraine, which amounted to 18.5% compared to the same period last year. According to the association “UAVtormet”, the volume of collected scrap totaled 505.9 thousand tons, while in January-March 2024, this figure was at 426.8 thousand tons.

Raw material supplies to Ukrainian metallurgical enterprises increased by 16.4% year-on-year, reaching 401 thousand tons. At the same time, steel production during this period rose by 2.7% to 1.73 million tons. This indicates an activation of the domestic metallurgical sector and an increase in scrap processing volumes.
Scrap Export and New EU Regulations
In the first quarter of 2025, scrap exports from Ukraine increased by 32% to 80.9 thousand tons, although compared to the previous quarter, this figure slightly decreased by 10.9%. Poland remains the main export destination, accounting for 89.4% of total shipments, or 72.34 thousand tons.
In 2024, the Ukrainian metallurgical sector demonstrated significant growth: scrap collection increased by 37% to over 1.7 million tons, and export volume rose by 60% year-on-year to 293.2 thousand tons. The main markets for sales were Poland, Greece, and Germany.
It is worth noting that the European Union is preparing to introduce new restrictions on the export of scrap ferrous metals, planned for 2027. As part of the Steel and Metals Action Plan, which is to be presented in the third quarter of 2025, the introduction of export duties of up to 25% is possible. These measures aim to ensure the domestic availability of high-quality raw materials for steel and aluminum production, promoting the decarbonization of the industry and stabilizing the domestic market.
