The Non-Banking Financial Sector of Ukraine Shows Annual Asset Growth

In the second quarter of 2025, the non-banking financial sector of Ukraine exhibited mixed trends in asset dynamics. Despite a decrease in the total volume of assets of non-banking financial service providers by 11.7% compared to the previous quarter, caused by the voluntary relinquishment of a large state leasing company’s license, the sector demonstrated a growth of 1.8% on an annual basis.

Dynamics of Key Market Segments

Risk insurers showed significant growth: their assets increased by 8% quarter-on-quarter and by 26% compared to the same period last year. Life insurers also raised their asset volumes by 3% for the quarter and by 12% annually, while risk insurers managed to increase profits.

Credit Unions, Financial Companies, and Pawnbrokers

In the credit union segment, there was a decrease in the assets of deposit unions, while the assets of “share” unions increased, even despite a reduction in their number. The volume of new loans in credit unions rose by 11%, and the loan portfolio remained stable in both volume and quality. The equity of credit unions grew by 11.4% for the quarter and by 8.7% year-on-year.

Assets of financial companies decreased by 16.4% compared to the previous quarter; however, lending and leasing operations increased. Profits were recorded by 82% of institutions, with nearly half of the results provided by “Ukrfinzhytlo.”

Pawnbrokers demonstrated positive dynamics: assets increased by 1.9% for the quarter and by 15.4% year-on-year. Lending in this segment rose by 16.7%, ensuring profitability for pawnbrokers.
