The Share of Businesses Considering Ukraine’s Investment Climate Unfavorable is Decreasing

The share of Ukrainian entrepreneurs who assess the investment climate in the country as unfavorable continues to gradually decrease. According to a survey, in 2025, 71% of the surveyed business leaders noted a negative attitude towards the investment climate, which is a significant improvement compared to 79% in 2024 and 84% in 2023. Of these, only 14% described it as extremely unfavorable, whereas the previous year this figure was 20%.

Investment Plans and Business Expectations

In 2026, 29% of company executives expect an improvement in the investment climate in Ukraine. At the same time, 44% of respondents do not foresee significant changes, while 27% believe that the situation may worsen. Importantly, even in wartime conditions, 72% of companies that are members of the European Business Association plan to continue investing in the Ukrainian market. For comparison, in 2024, 70% of companies expressed such readiness, while in 2023, it was 57%.

Moreover, the number of top managers who consider Ukraine attractive for new investors is increasing. The share of such executives rose from 17% in 2024 to 29% in 2025.

Key Factors Influencing the Investment Climate

Among the main factors positively influencing the investment climate, company leaders highlight the progress of the Euro-integration course, the operation of preferential regimes in international trade, the implementation of the so-called “transport visa-free regime,” deregulation, and active digitalization of public services.

Among the main negative factors hindering investments, businesses cite military actions, corruption, insufficient effectiveness of the judicial system, personnel shortages, and strikes on energy infrastructure.
