Ukraine and the World Bank Launch Five-Year PREPARE Ukraine Program for $200 Million to Prepare Reconstruction Projects

The government of Ukraine has signed an agreement with the World Bank to launch a large-scale five-year PREPARE Ukraine program with a budget of $200 million. This initiative aims to finance the preparation of state and municipal reconstruction projects to ensure their compliance with international standards and enhance their attractiveness to investors.

Strategic Support for Preparing and Implementing Projects

The implementation of the program will be carried out by the Agency for Public-Private Partnership under the coordination of the Ministry of Economy. The first grant of $44.3 million, received from the Multi-Donor Trust Fund (URTF), will be directed towards creating a portfolio of public investments and strengthening institutional capacity for the implementation of future initiatives.

“PREPARE Ukraine transforms donor grants into concrete projects – from rebuilding bridges and hospitals to launching new production facilities capable of integrating into global supply chains. Together with the World Bank, we are creating a systematic ‘preparation factory’ that minimizes delays, increases transparency, and paves the way for multi-billion dollar investments in the coming years,” stated the Ministry of Economy.

Additional Bilateral Agreement with Switzerland

The first tranche of the program will be available as early as August and will provide technical support to state customers, as well as the development of the Agency itself. In addition, Ukraine recently signed a new bilateral agreement with Switzerland regarding the country’s reconstruction, which includes long-term financial and technical assistance until 2036. The total support from Switzerland will amount to 5 billion Swiss francs, approximately €4.8 billion.

Such steps allow Ukraine to actively attract international resources for the effective and transparent preparation of reconstruction projects, contributing to rapid recovery and integration into global economic processes.
