Ukraine Plans to Apply for OECD Membership in 2026

Ukrainian Prime Minister Denys Shmyhal announced the intention to apply for membership in the Organisation for Economic Co-operation and Development (OECD) at the beginning of 2026. OECD Secretary-General Mathias Cormann noted that Ukraine demonstrates the resilience of its economy and is actively implementing reforms and adopting best international practices that open new opportunities for the country’s further development.

The Need for Reforms and Improvement of Finances

Cormann emphasized the importance of enhancing public finances and the investment attractiveness of Ukraine, as well as improving the efficiency of public financial management. He also pointed out the necessity of working on strengthening the workforce, highlighting the need to return internally displaced persons and refugees to the common labor market.

In the context of a labor shortage, retraining programs play a crucial role in helping people adapt to new labor market conditions.

Reforms in Ukraine on the Path to OECD Membership

The OECD Secretary-General also noted that reducing the number of state-owned enterprises could contribute to increased competition in the economy. The OECD sees the need for reforms in several key areas, including education, fiscal and pension sectors, as well as reducing bureaucracy and combating shadow sectors of the economy.

The OECD has already begun preparing its vision for the reforms that will be necessary for Ukraine after peace is established. This includes economic reform aimed at improving the business environment and investment climate.
