Ukraine Plans to Attract $39 Billion in External Financing in 2025

The Cabinet of Ministers of Ukraine is focusing its efforts on attracting approximately $39 billion in external financing in 2025. Prime Minister Yulia Svyrydenko emphasized that the government is working with international partners to secure additional resources to ensure financial stability in 2026 as well.

“As a government, we plan to attract $39 billion in external financing. This is only for 2025. And of course, we are working with partners to secure additional funding and have confidence in 2026.”

Funding Priorities and Partner Support

According to Svyrydenko, the state will fulfill all social obligations to its citizens. Furthermore, the government plans to amend the state budget and add an additional 400 billion hryvnias for financing the security and defense sector.

The Ministry of Finance reported that Ukraine has already received confirmation from partners for financial assistance amounting to $37.4 billion for 2026-2027. The external financial needs of the budget for 2025, amounting to $39.3 billion, are fully covered.

Interaction with the IMF and Analysts’ Expectations

A key focus for the government remains further cooperation with the International Monetary Fund. Analysts from the investment company Dragon Capital forecast that the total amount of external financing will reach $79 billion in 2025-2026, primarily due to participation in the G7 ERA program, as well as support from the IMF, the European Union, and other partners. For 2026, additional financial needs are estimated at $8 billion, which may require a new cooperation program with the IMF for $10 billion.
