The Ukrainian government has made a decision to attract loans from the Council of Europe Development Bank (CEB) and the European Investment Bank (EIB), which will provide Ukraine with a total of €200 million to improve housing conditions and restore infrastructure.

Prime Minister Denys Shmyhal announced that within the framework of the HOME project, €100 million (approximately ₴4.8 billion) will be secured from the CEB. He noted:
“These funds will be used to compensate owners of destroyed housing under the ‘eRecovery’ program
, – emphasized Shmyhal.
The Prime Minister also reminded that last year, thanks to funding from this bank, it was possible to finance 2,800 housing certificates, and the new funding will allow for the payment of an additional 3,600 certificates.
Funding for IDPs and Infrastructure Restoration
Additionally, the government has made a decision to provide housing for internally displaced persons (IDPs). The CEB will provide €50 million, which will be sufficient for preferential lending to about 1,100 families.
As part of the cooperation with the EIB, an agreement has been reached for financing an additional €100 million, which will be directed towards the restoration of water supply and sewage systems, as well as rebuilding in the areas of water supply, heating, education, and healthcare. These funds will be an important step in supporting the housing needs of IDPs.
