Ukraine has secured $177 million in financial assistance from the World Bank to support key reforms in public administration and healthcare. The funds have been allocated to the general state budget as part of the implementation of two large-scale projects.

Distribution of Funding for the SURGE and THRIVE Projects
The majority of the amount — $147 million — was received under the SURGE project, which aims to support the country’s recovery through the implementation of sound fiscal management. An additional $30 million was received by Ukraine under the THRIVE project, aimed at transforming the healthcare system through reforms and investments to enhance the sector’s efficiency.
The funding is being provided under a results-based lending program: financing is granted only after specific indicators are met and concrete reform goals are achieved.
Conditions Met and Further Funding
Within the framework of the SURGE project, Ukraine has fulfilled a number of important conditions, including the approval of a unified portfolio of public investment projects for 2026-2028, taking into account gender and environmental aspects, adopting methodological recommendations for assessing the impact of investments on the environment, and confirming the implementation of the anti-corruption program of the State Tax Service.

By the end of the current year, Ukraine expects to attract an additional $249 million under the SURGE project and $17.5 million under the THRIVE project to continue implementing reforms in public administration and healthcare.
