U.S.-Ukrainian Investment Fund May Increase Capital to $230 Million by 2026

The capital of the U.S.-Ukrainian Investment Fund (Reconstruction Investment Fund, RIF) may grow to $220–230 million by the beginning of 2027. This was announced by Deputy Minister of Economy Yegor Perelygin during the “Energy of Business” forum. According to him, the fund’s participation in resource development projects significantly raises the interest of other investors. Every dollar of state investment can attract up to eight dollars of private capital.

Investment Priorities and Project Selection Criteria

Currently, the fund is working on creating protocols that will define the requirements for future investment projects in Ukraine. Among the key areas for funding are the extraction of critical minerals, the development of natural gas fields, the enhancement of energy infrastructure, telecommunications, and the implementation of high-tech solutions. International reporting standards, including JORC and National Instruments (NI 43-101), will be used to evaluate the projects. Preference will be given to projects with confirmed reserves according to these standards; however, the absence of such data will not be an absolute barrier to participation in the competition. An important condition is the presence of a risk and volatility management plan.

“You must be prepared to explain how you will respond to price shocks and market changes. This is very important for investors,” Perelygin noted.

Fund Plans and Areas of Investor Interest

By the end of December, RIF plans to compile a list of specific investment projects that are already in the initial negotiation stage. American investors are showing high interest in Ukrainian deposits of titanium, graphite, uranium, and rare metals. In addition, significant attention is also being paid to the extraction of Ukrainian hydrocarbons.
