In 2025, Ukrainians significantly increased their property tax payments, allowing local budgets to receive over ₴12.7 billion. Nearly 1.1 million citizens paid this tax, which is ₴2.1 billion or 19.3% more than in 2024. The leaders in revenue were regions with a developed real estate market: Kyiv (₴2.5 billion), Kyiv Oblast (₴1.3 billion), Lviv Oblast (₴1.3 billion), and Dnipropetrovsk Oblast (₴1.2 billion).

Popularity of the “eOselya” Program Among Ukrainians
Last year, the state program supporting affordable housing, “eOselya,” enabled Ukrainians to secure 7,768 preferential mortgage loans totaling ₴14.8 billion. Since October 2022, a total of 22,600 loans amounting to ₴38.89 billion have been issued under the program. In 2025, borrowers increasingly chose secondary market housing, which accounted for 57.8% of transactions, while new constructions made up 31.8%.
Geography of Mortgage Lending
The highest number of loans – 11,300 transactions worth ₴21.6 billion – were issued in Kyiv and Kyiv Oblast. In frontline regions, 2,855 preferential mortgages totaling ₴3.98 billion were issued, which represents only 10-12% of the total program volume.
“Since the beginning of 2026, the “eOselya” program has already been utilized by 115 Ukrainians who received preferential mortgages totaling ₴216.5 million. The most loans were issued in Kyiv Oblast – 37, in the city of Kyiv – 9, and in Lviv Oblast – 8”.
Thus, the trend of increasing property tax revenues and the active use of the state mortgage program indicate a stable demand for housing and the development of the real estate market in Ukraine.
