EU Prepares Plan for the Return of Ukrainians After the War and Establishes ‘Unity Centers’

The European Union has begun developing a comprehensive strategy for the organized return of Ukrainian citizens to their homeland after the war ends. Currently, about 4.3 million Ukrainian citizens are residing in EU countries, with the largest Ukrainian communities formed in Poland, Germany, and the Czech Republic.

Planned Establishment of ‘Unity Centers’

According to information, the European Commission plans to implement a new initiative aimed at the ‘cautious and controlled’ return of Ukrainians. One of the key elements will be the so-called ‘unity centers’ that will operate in EU countries. Their mission will be to provide Ukrainians with consultations, assistance in acquiring new language skills, and support regarding employment both in Europe and in Ukraine. The first such centers are planned to open in Germany and Spain.

‘In Brussels, it is emphasized that a chaotic mass exodus could create pressure both on Ukraine itself and on the European economies that have adapted to a significant number of people.’

Extension of Temporary Protection and Support for Vulnerable Groups

Alongside the launch of new programs, an extension of the temporary protection regime for Ukrainians is expected for another 12 months — until March 2027. Special conditions will be offered to vulnerable categories of citizens: in particular, pregnant women, people with chronic illnesses, and parents with school-aged children. A separate, more flexible approach will be provided for their return home or integration into host countries.
