According to analysts, there are 3,482 valid special permits for subsoil use in Ukraine, belonging to 2,268 companies and 78 individuals. A significant portion of these permits is concentrated in the hands of corporate groups and individuals who are under sanctions.

Most of the owning enterprises have only one valid permit; however, there are groups of companies with permits numbering in the dozens or even hundreds. For instance, state companies such as “Ukrgazvydobuvannya” and “Ukrnafta” hold the largest number of permits – 213 and 89, respectively.
The private sector is represented by major players such as “SKM”, “Smart Holding”, “Zakhidnadraservis”, “Istvan”, and “ATB”. It is worth noting that the ownership structure of 351 companies reflects the involvement of foreign capital from 51 countries, including Cyprus, the Netherlands, Switzerland, and the United Kingdom.
Companies with Critical Minerals
39 companies hold special permits for 16 out of 50 critical minerals. Among them, ten are state-owned. Specifically, seven state companies have special permits for the extraction of germanium, while “Demurinsky GOK” holds rights to extract ores of several critical minerals, such as vanadium, niobium, and scandium. Additionally, “United Mining and Chemical Company” has a special permit for the extraction of five out of 50 critical mineral resources.
