Industrial Production in Ukraine Decreased by 3.9% in the First Half of 2025

According to the results of the first half of 2025, industrial production in Ukraine decreased by 3.9% compared to the same period last year. This information was announced by the head of the Verkhovna Rada Committee on Finance, Danylo Hetmantsev. He noted that in the second quarter, the rate of decline slowed somewhat: while in the first quarter industrial production fell by 6.1% year-on-year, in the second quarter this figure was 3.9%.

Sectors with the Greatest Decline

  • The mining industry was the hardest hit, with volumes decreasing by 12.6%.
  • Extraction of hard and brown coal fell by 36.6%.
  • Oil and gas extraction decreased by 11.2%.

The deepening crisis in these sectors has led to additional challenges in fuel supply. The situation in the oil refining industry has also worsened: production volumes decreased by 16.6%. As Hetmantsev emphasized, this creates an additional need for the purchase of imported fuel ahead of the heating season and negatively impacts related industries.

Dynamics in the Manufacturing Industry

In the manufacturing industry, the overall decline in production was significantly smaller, at only 0.6%. At the same time, several sectors within this industry experienced substantial declines. In particular, in machine engineering, production of certain types of products decreased by 13-37%.

“Due to the full-scale war, Ukraine has lost almost a third of its industrial production. The recovery of the industry recorded in the results of 2023-2024 has allowed for some rebound from this decline. However, as this year’s trends show – due to a number of restraining structural factors and security risks – this recovery is unstable,” added Hetmantsev.

Experts believe that the future prospects of the industrial sector will depend on the development of the security situation and the implementation of structural reforms aimed at supporting domestic production.
