Kazakhstan Extends Ban on Export of Steel Semi-Finished Products and Anti-Dumping Measures

Kazakhstan has extended the ban on the export of steel semi-finished products for six months. This was reported by the Ministry of Trade and Integration of the country following a meeting of the relevant interdepartmental commission. It is known that this measure has been implemented to redirect production capacities towards deeper processing of semi-finished products, which contributes to an increase in the export of rebar by nearly 30 thousand tons.

Application of Anti-Dumping Measures

In addition, Kazakhstan has continued the application of anti-dumping measures regarding galvanized rolled products from Ukraine and China, as well as hot-formed seamless pipes from China. At the end of 2019, the Eurasian Economic Commission (EEC) imposed five-year anti-dumping duties of 23.9% on galvanized rolled products from Ukraine and from 12.69% to 17% on this product from China. In November of last year, these measures were extended until September 1, 2025.

According to GMK Center, by the end of 2024, steel production in Kazakhstan increased by 9.5% compared to 2023, totaling 4.17 million tons. Production of flat rolled products increased by 18.2% last year, amounting to 2.9 million tons. The Qarmet metallurgical plant exceeded its production plans for pig iron, steel, coking coal, agglomerate, and section rolled products in 2024, increasing them by 15%, 15%, 18%, 12%, and 17% respectively. In 2025, the enterprise plans to produce 3.7 million tons of steel.
