Only 6% of Ukrainian Industrial Enterprises Operate at Full Capacity

According to a survey conducted by the Institute of Economic Research among 465 industrial companies, the number of enterprises operating at full capacity decreased to 6% in October 2025. This is half of the figure from June 2024, when it was 13%. At the same time, the share of enterprises operating at 75-99% of their maximum capacity increased from 52% to 59%.

Vulnerability of Export Sectors and Resilience of the Domestic Market

Sectors that are significantly export-oriented, such as metallurgy and woodworking, remain particularly sensitive to logistical and security risks. In contrast, food industry enterprises and other companies focused on the domestic market demonstrate greater adaptability and resilience in the face of current economic challenges.

Uncertainty and the Impact of Power Supply Disruptions

The share of business leaders who cannot predict their business operations for the next two years increased to 43% in October 2025 compared to 31.4% in July. At the same time, the proportion of companies with orders for a year or more increased from 7% to 10%.

Significant negative factors for Ukrainian industry have been power supply disruptions: in October, they affected the operations of 19% of enterprises, while in September this figure was only 4%. This is the highest level since the beginning of 2025. On average, such disruptions resulted in a loss of about 5% of working time.

“However, the lack of labor remains the biggest obstacle for businesses – 59% of respondents pointed to this, compared to 60% in September.”
