In Ukraine, new housing construction increased by 50% in the first three quarters of 2025

In Ukraine, from January to September 2025, there has been a significant increase in the volume of new housing construction. The total area of residential buildings for which permits for new construction were issued has increased by 48.4% compared to the same period in 2024, reaching 4.39 million square meters.

Rapid growth of apartment buildings

The construction of apartment buildings is developing particularly dynamically: the area of projects submitted for new development has increased by 51.1% over nine months, reaching 4.23 million square meters. At the same time, the number of apartments planned for construction has increased by 54.1% — to 47,600 units.

Regional leaders in new housing volumes

The largest increase in new housing has been recorded in the Kyiv region, where 2.3 million square meters or 21,200 apartments have been declared. This is 142% higher than last year’s figure. The Lviv region is also showing significant growth rates — 816,500 square meters or 10,900 apartments (+63.6%). In the Ivano-Frankivsk region, the volume of new housing amounted to 344,200 square meters (5,500 apartments, +8.2%), in the Transcarpathian region — 368,700 square meters (4,700 apartments, +26.1%), and in the Volyn region — 176,300 square meters (4,000 apartments, +25.3%).

In the capital, by the end of the three quarters of 2025, the area of new residential construction reached 449,600 square meters, corresponding to 5,200 apartments, which is 36% more than in the same period last year.

“Last year, the total area of new housing construction in Ukraine decreased by 7.2% — to 3.9 million square meters, which occurred against the backdrop of recovery in previous years, after a significant decline from the pre-war figure of 12.7 million square meters in 2021.”

Thus, the construction industry is demonstrating positive dynamics, indicating a renewed interest in investing in residential construction and an increase in demand for new housing in various regions of the country.
