The State is Updating the Terms of Preferential Lending for Arms Manufacturers

The Ministry of Strategic Industries is working on modernizing the preferential lending program for defense industry enterprises, which was launched in November 2024. According to the ministry, as of June 2025, Ukrainian arms and military equipment manufacturers have already received over 1.84 billion UAH in support under this initiative.

Current Status of the Program and Key Results

More than half of the issued loans have been utilized by companies as working capital to support production processes. The demand for preferential financing is constantly growing — applications are received daily, however, out of more than 100 submitted applications, only 34 enterprises have received funding.

“Applications are received daily, the Ministry of Strategic Industries notes. The ministry is working on legislative changes to expand opportunities for preferential financing for manufacturers, particularly by increasing the amount of portfolio guarantees.”

Planned Changes and New Financial Instruments

To enhance the availability of loans and expand business participation in the program, the Ministry of Strategic Industries is initiating changes to the relevant legislation. One of the key innovations will be the increase in the amount of portfolio guarantees, which is expected to attract even more manufacturers to the program.

Additionally, the ministry is developing a new financial leasing mechanism. This will allow enterprises to use the necessary equipment and machinery under leasing agreements with an interest rate of 5%. The lessor will be a specialized company, and the state will compensate part of the costs for servicing these agreements through the Entrepreneurship Development Fund. This will facilitate the modernization of the production base and improve the efficiency of defense enterprises.
