Ukrainian President Volodymyr Zelensky announced the launch of a controlled export program for Ukrainian weapons in November 2025. This decision was made during a meeting with government representatives, where the head of state outlined the main tasks for strengthening the country’s defense sector.

“The controlled export program for our weapons needs to be launched next month. By the end of the year, we aim to achieve over 50% of weapons produced in Ukraine for the defense of our state.”
Main Directions for Export and Production Growth
According to Volodymyr Zelensky, the weapons that Ukraine produces in excess of the needs of the Armed Forces will be directed for export. In particular, this includes naval drones and other types of modern weaponry. The president also emphasized that Defense Minister Denys Shmyhal must ensure the full implementation of plans for the production and supply of FPV drones, interceptor drones, and strike UAVs to carry out long-range combat missions by the end of the year.
Significant Increase in the Number of Weapons Manufacturers
In recent years, Ukraine has seen rapid growth in its defense industry. According to international analysts, from 2022 to 2024, 425 new companies specializing in weapon production were established in Ukraine. Currently, over 2,000 enterprises are engaged in the development and production of weapons and military equipment, indicating a strong growth in the sector and its export potential.
