Ukraine to Limit Scrap Metal Exports Due to Domestic Market Shortage

Україна готується обмежити експорт брухту через дефіцит на внутрішньому ринку.

The Ministry of Economy of Ukraine plans to introduce a zero quota on scrap metal exports in the near future, as well as to restore annual licensing for the export of this raw material outside the country. This decision is a result of a significant increase in scrap metal exports and its shortage in the domestic market.

The agency emphasizes that, “Considering the current situation in domestic metallurgy, scrap is important for us here, inside.”

The zero quota on scrap metal exports is likely to be implemented temporarily, until December 31, 2025, while a systematic solution is developed for the re-export of scrap that is transiting from Ukraine through EU countries to Turkey and India.

It is worth noting that Ukraine has been actively increasing its scrap metal export volumes for the second consecutive year. In March of this year, 39,900 tons were exported, which is 57.8% more compared to the previous month, and in February – 25,284 tons (+61%). Over the past year, scrap collection enterprises in the country increased exports by 60.7% compared to 2023, reaching a volume of 293,200 tons, all of which was directed to the EU.

In the association “Ukrmetallurgprom,” it is believed that the implementation of similar measures last year could have additionally provided Ukraine with ₴2 billion through the processing of the volume of scrap that was not exported.
