During a panel discussion organized by the Yalta European Strategy (YES) ahead of the Ukraine Recovery Conference URC2025, U.S. Special Representative Keith Kellogg urged international partners to follow the post-war European experience and create a renewed ‘Marshall Plan’ for Ukraine.

The Need for Large-Scale International Support
Keith Kellogg noted that, just as after the end of World War II, Ukraine now requires substantial financial and technical assistance for the rapid recovery of the country. He emphasized the complexity of the current situation and the importance of achieving a sustainable ceasefire, which could serve as a prerequisite for ending the Russian Federation’s war against Ukraine. Kellogg also expressed a positive assessment of the actions taken by President Volodymyr Zelensky and his team during the peace negotiations, highlighting that the Ukrainian side agreed to a ceasefire, even if it was a unilateral initiative.
“I think we need to do the same for Ukraine. It will be a very difficult task,” Kellogg said.
Zelensky and Kellogg’s Meeting in Rome
As part of his visit to Rome, Ukrainian President Volodymyr Zelensky held talks with Keith Kellogg on key issues of defense cooperation. The parties discussed the supply of modern weapons, strengthening air defense, as well as the possibilities of joint production of defense equipment and relocating production to Ukraine. Issues of sanction pressure on the Russian Federation to enhance international influence on the aggressor were also discussed.
President Zelensky emphasized the importance of advancing the bill by Senators Graham and Blumenthal in the U.S. Congress, noting that this document could significantly impact Russia’s position regarding the end of the war.
“We hope for progress on the bill by Senators Graham and Blumenthal in the U.S. Congress. This is something that can certainly make Russia think more about peace,” the president stated.
