Privatization of State Property: The Budget Received ₴2.9 Billion in the First 10 Months of 2025

In the first ten months of 2025, the revenue to the state budget from the privatization of state property amounted to 2.9 billion UAH. This constitutes 90% of the annual plan.

Trends in Privatization Revenues Over Recent Years

Over the past twelve years, revenues from privatization processes have fluctuated significantly. From 2014 to 2019, expectations were high — the budget projected annual revenues of between 17 and nearly 19 billion UAH. However, actual revenues fell far short of the planned amounts: in 2014, only 0.5 billion UAH (2.9% of the plan) was received, in 2015 and 2016 — 0.2 billion UAH each (1.2%), in 2017 — 3.4 billion UAH (19.9%), in 2018 — 0.3 billion UAH (1.6%), and in 2019 — 0.5 billion UAH (2.9%).

The year 2020 was marked by the impact of the COVID-19 pandemic: initially, it was planned to receive 12 billion UAH, but after budget adjustments, this figure was reduced to 0.5 billion UAH. As a result, it was possible to attract 2.2 billion UAH, which is 18.3% of the initial plan or 440% of the adjusted one.

Plans and Results of Recent Years

In 2021, the state budget projected 12 billion UAH in revenue from privatization, but the plan was executed at less than half — 5.1 billion UAH was received.

The first year of the full-scale war, 2022, brought in 1.7 billion UAH — only 21.3% of the initial plan of 8 billion UAH. In 2023, the expected revenue was reduced to 6 billion UAH, while actual receipts amounted to 3.2 billion UAH — 53.3% of the planned amount.

However, last year, when Ukraine resumed large-scale privatization, expectations were significantly exceeded. It was planned to receive 4 billion UAH, but actual revenues reached 9.9 billion UAH, which is 247.5% of the plan.

The state budget for 2025 projected privatization profits at the level of ₴3.2 billion.

For 2026, the government forecasts an additional 2 billion UAH from the privatization of state property.
