The Ministry of Digital Transformation Plans to Legalize Crypto Assets and Expand the Services of Diia by 2026

The Ministry of Digital Transformation of Ukraine has published its work plan for 2025–2026, which has been approved by the Cabinet of Ministers. Among the key tasks are the legalization of crypto assets, the expansion of the Diia app’s functionality, the launch of new electronic services, and the development of digital infrastructure.

Main Directions of Digital Transformation

The Ministry will focus its efforts on integrating Ukraine with the European digital market, launching satellite mobile communication services, and implementing the EUDI Wallet service in Diia. It is projected that by the end of 2026, half of the citizens and the business sector will actively use this service.

As part of the digital transformation, a pilot project for 5G will be launched in Lviv and Borodyanka, and later in at least three other cities. This will lay the foundation for the implementation of next-generation high-speed mobile communication.

New Digital Services and Initiatives

The approved plan includes the automation and acceleration of candidate verification for public positions, the introduction of digital certificates for officials, and the automation of certificate generation. Among the innovations is the expansion of the e-Notary service, which was presented in early September 2025, the launch of an electronic system for tracking excise goods, and the addition of up to 50 new services in Diia by the end of 2026, including obtaining licenses in the gambling sector through the mobile app.

Additionally, the Ministry plans to expand the Mriya ecosystem, create a comprehensive digital support system for veterans in Diia, and launch the e-Court and e-Excise services.

Legalization of Crypto Assets: Further Development

One of the central directions of the plan is the legalization of crypto assets. The Cabinet of Ministers will support bill 10225-d in the Verkhovna Rada. The document has already received support in the first reading on September 3, 2025. The bill defines the foundations for market oversight of crypto assets, the rights and powers of the regulator, and establishes mechanisms for licensing and capital gains taxation.

“We expect that in 2026-2027, Ukrainians will be able to officially buy and sell cryptocurrency in Ukrainian companies, declare income, and pay taxes. We also plan to provide support for venture financing of the digital economy through a separate bill,” the ministry stated.

The Ministry of Digital Transformation had previously developed its own draft law on regulating the crypto market, but it was postponed in favor of a new, comprehensive approach to the legalization of digital assets in Ukraine.
