The restoration of the housing stock remains a priority for the Ukrainian government in the coming years. The mortgage loan program “eOselya” is an important tool for achieving this goal. In 2025, a 23.3% increase in the volume of issued loans is planned compared to last year, amounting to ₴18 billion, as reported by Minister of Economy Yulia Svyrydenko at a specialized forum in Kyiv.

The minister also emphasized that 13% of the housing stock in Ukraine has been either destroyed or damaged due to recent conflicts, and 2.5 million households are in need of new housing. In response to these challenges, the government plans to develop rent-to-own options for those who cannot afford the down payment for a mortgage, as well as social rental programs that provide long-term housing at reduced prices for certain categories of citizens.
Proposals for Improving the Mortgage Program
Deputy Head of the National Bank of Ukraine Kateryna Rozhkova expressed the opinion that the “eOselya” program needs changes. She highlighted the necessity of transitioning from direct lending to the population to a system of interest rate compensation. According to Rozhkova, Ukraine needs to develop a new mortgage strategy by mid-2025, taking into account budget constraints, with the aim of reducing state expenditures on the program.
“We need to make ‘eOselya’ cheaper for the state,” noted Kateryna Rozhkova.
