Ukraine and the USA Launch Investment Fund for Critical Minerals Development

Ukraine, together with the United States, is working on the establishment of the American-Ukrainian Reconstruction Investment Fund, which is planned to be launched by the end of this year. This was announced by Minister of Economy Yulia Svyrydenko after a business visit to Washington.

Initial Steps for Launching the Investment Fund

The key task of the fund is to attract investments in strategically important sectors of mineral extraction, including graphite, lithium, and titanium. The first meeting of the fund’s governing council is scheduled for the end of July, where they plan to approve the composition of committees, project selection procedures, determine the initial capital, and formulate the investment strategy for the coming years.

“An important meeting with Finance Minister Scott Bessent. We are working on projects in the fields of graphite, lithium, and titanium,” she noted.

The Ukrainian side has proposed to expand the investment mandate of the fund to include support for Ukrainian defense enterprises. American partners have positively received this proposal and expressed their readiness to cooperate in this direction.

Risk Insurance and New Opportunities for Extraction

A crucial issue has been ensuring extended guarantees for American investors, particularly the expansion of military risk insurance. This will allow more companies from the USA, interested in collaboration, to participate in projects while expecting additional mechanisms to protect their investments.

Amid negotiations between Ukraine and the USA, new opportunities have emerged for the domestic mining industry. The Ukrainian company “Velta” has obtained detailed data regarding potential deposits of rare earth metals at the Byrzulivske titanium ore deposit in the Kirovohrad region. According to research findings, traces of several critically important elements have been found in the local ilmenite, including niobium, vanadium, hafnium, scandium, yttrium, lanthanum, cerium, neodymium, and thorium. These results require further verification to establish the industrial feasibility of extraction. The work was conducted as part of cooperation with European partners in the REPTiS project.
