Ukrainian Business Demands an End to the War and Tax Reductions for Development

Most Ukrainian entrepreneurs identify the end of the war as the main condition for further business development. According to a survey conducted by the Institute of Economic Research in August, 89% of respondents share this opinion. The second priority among demands is tax reduction, supported by 37.6% of entrepreneurs, which is 10 percentage points lower compared to the data from the beginning of the year.

The Impact of War and Taxes on the Business Environment

The issue of reserving employees for enterprises ranks third among urgent problems, as stated by 25.1% of respondents, whereas last year this figure reached 31.9%. Among other important factors that could positively influence business operations, entrepreneurs mention expanding access to new markets, seeking partners and clients, deregulation, the return of Ukrainians from abroad, the introduction of tax holidays, accessible credit programs, and direct budget subsidies for businesses.

Optimistic Expectations and Key Obstacles

Despite the fact that the share of entrepreneurs experiencing long-term uncertainty has reached 36.5%, their short- and medium-term expectations show positive dynamics. In August, the business activity recovery index rose after two months of decline — from 0.05 to 0.08. At the same time, production expectations significantly improved: the number of optimistically inclined respondents increased to 46.8%.

Among the main barriers to business development, entrepreneurs highlight a labor shortage (62%), security-related risks, and rising prices (both at 52%).
