Construction of nearly 600 new residential complexes has begun in Ukraine during the war

Over the course of more than three years of full-scale war in Ukraine, the construction of 594 new residential complexes has commenced. The most active construction activity is taking place in the western regions, particularly in Lviv Oblast, where 166 new sites have been opened, which is twice as many as in Kyiv Oblast, where 84 projects have started. In Ivano-Frankivsk Oblast, new apartment sales have opened in 66 residential complexes, in Zakarpattia – in 65, and in Ternopil – in 49 new residential complexes.

Construction Dynamics and Commissioning

Experts who participated in the Ukrainian Construction Forum noted a continued increase in the pace of housing commissioning. In 2024, this indicator rose by 32% compared to 2023, but still remains 15% lower than in the pre-crisis year of 2021. Currently, in 2025, the pace of construction remains high and shows no signs of decline.

Regional Leaders and Sales Situation

In the first quarter of 2025, Kyiv Oblast topped the regional ranking for the volume of commissioned housing – 720,000 square meters were put into operation, accounting for 32% of the total area of new constructions. In second place is Lviv with 260,000 square meters, or 11%. Despite active construction, the annual sales level has not yet exceeded 20% of the volumes recorded in the pre-war year of 2021. At the same time, in the first quarter of 2025, an increase in sales was observed compared to previous years of the war period.

“Overall, the pace of housing commissioning continues to grow and is catching up to pre-war levels, experts noted at the Ukrainian Construction Forum. The 2024 figure is 32% higher than in 2023, but still 15% lower than in 2021. In 2025, the pace of construction is not decreasing.”
