Housing Reform Launches in Ukraine: What the New Bill Entails

The Verkhovna Rada has taken the first step towards a large-scale transformation of housing policy by adopting the bill “On the Basic Principles of Housing Policy” in its first reading. The document lays the foundation for a reform aimed at addressing long-standing issues related to providing citizens with housing.

Housing Reform: Key Changes and Next Steps

Oлена Шуляк, the Chair of the Committee on Regional Development and Urban Planning, explained that the adoption of this bill is part of the Ukraine Facility program, which includes support for Ukraine amounting to €50 billion by 2027. Meeting the indicator for implementing housing policy by the fourth quarter of this year will allow Ukraine to receive an additional €300 million.

“Meeting this indicator by the fourth quarter of this year will bring Ukraine €300 million.”

To fully implement the reform, two more key bills are being prepared: “On the Social Housing Fund” and a bill regarding the management of this fund. Work on the first of these is already underway, as its adoption is expected by the fourth quarter of 2026, in accordance with the conditions of the Ukraine Facility.

Social Rental and New Housing Formats

The housing reform is primarily aimed at citizens who are unable to purchase their own homes. Two mechanisms for temporary housing provision will be created for them — social rental and rental with the option to buy. In addition, temporary service housing is also planned, which will allow for a more flexible response to the needs of various population categories.

Thanks to legislative changes, a significant update in approaches to providing housing for Ukrainians is expected, as well as an intensification of state support in this area.
