EU invests $400 million in municipal rental housing in Ukraine: launch in 10 regions

European partners are ready to allocate initial funding of $400 million for the implementation of a large-scale project to develop municipal rental housing in Ukraine. This was announced by the Minister for Community and Territorial Development, Oleksiy Kuleba, who noted that construction will begin in ten pilot regions of the country.

“We are in negotiations with the European Commission and the European Investment Bank. They have supported and confirmed their readiness to participate in this project. Currently, we are talking about an initial $400 million for the first 10 pilot communities,” Kuleba said.

Finding a balance between societal expectations and European approaches

Discussions are currently underway regarding specific locations for the implementation of this initiative. In particular, society desires for new housing to be established in regions close to temporarily occupied territories or areas of active combat, which will allow for housing to be provided to people forced to leave their homes due to the war. At the same time, European investors are suggesting placing facilities in communities that are closer to the borders with the European Union.

Residential quarter for displaced persons from Mariupol in Bila Tserkva

Oleksiy Kuleba also announced a separate project in Bila Tserkva aimed at supporting internally displaced persons from Mariupol. According to him, the creation of a residential quarter consisting of three apartment buildings is planned. It will combine two important options: municipal rental housing and a preferential mortgage lending program for those Mariupol residents who wish to purchase their own accommodation.

This project is funded by the budget of the Mariupol community. The start of construction work is scheduled for this year.
