In Lviv, city council deputies have initiated an appeal to the Prime Minister of Poland, Donald Tusk, regarding the delay in the construction of a waste recycling plant. The issue arose due to the failure of the Polish company Control Process to fulfill its contractual obligations, despite having already received a significant amount of funds for the implementation of this project.

Contract Execution Issues
Control Process won an international tender back in 2021 for the construction of a modern waste recycling plant in Lviv. The project is financed through loans, grants, and city resources; however, despite this, the contractor has repeatedly violated deadlines for completing the work. The Lviv City Council has made concessions to the company by agreeing to extend deadlines, but the situation has only worsened.
“Despite the fact that the contract is being executed by a foreign company, the project is financed with funds from the Lviv community – this includes the city’s loan obligations to international partners and grant resources. The company has already received €29 million, so it is crucial for the city that all work is completed efficiently and on time,” the statement notes.
Appeal to Polish Authorities
The official deadline for the completion of construction is set for October 4, 2025, by which time the plant is expected to be operational. However, it is already clear that the contractor is unable to meet its obligations. The city authorities emphasize the importance of quality and timely execution of the work, as it concerns not only the city’s interests but also obligations to international partners.
Deputies are appealing to Donald Tusk, requesting his intervention in the situation and urging him to influence the Polish company within the framework of national legislation. The Lviv City Council underscores its readiness for cooperation and hopes that Control Process will fulfill the terms of the contract.
