Work has begun in Ukraine on the development of a modern State Housing Policy Strategy. Representatives from the government, international organizations, and the expert community have joined the process. It is expected that the strategy will become the main document defining a new model of housing policy for the country. It will be open, transparent, financially sustainable, and adapted to the conditions of war.

Openness and Support for Citizens
Given that over 2 million households in Ukraine have been damaged or destroyed, and the number of internally displaced persons has exceeded 4.6 million, creating an effective housing provision system is crucial. The new strategy aims to implement clear and accessible opportunities for every citizen to acquire housing.
Main Directions of the Future Strategy
- Ensuring housing accessibility through the development of the rental market, improvement of mortgage programs, and implementation of modern financial and credit instruments.
- State support for veterans, military personnel, internally displaced persons, large families, and youth.
- Strengthening the institutional capacity of local self-government bodies by providing them with effective tools for implementing housing policy at the local level.
- Active participation of international partners, businesses, and experts in forming a balanced and sustainable housing system.
“The strategy should become a systematic document that will define a new model of housing policy in Ukraine – open, transparent, financially viable, and adapted to the challenges of wartime.”
Thus, the development of the strategy is aimed at creating an effective and transparent model for providing housing to Ukrainians, taking into account current challenges and societal needs.
