Recent changes in Polish legislation will not affect the provision of Starlink satellite internet to Ukraine. This was stated by the head of the Polish President’s Office, Zbigniew Bogucki, commenting on President Karol Nawrocki’s decision to veto the bill regarding support for Ukrainian refugees. According to the official, funding for Starlink for Ukrainian needs is being carried out in accordance with the current law and is guaranteed at least until September 30, 2025. The new alternative bill proposed by the President of Poland maintains the existing funding order.

“All that is needed is for this initiative to be quickly considered by Parliament in September,” Bogucki noted.
22% of Ukrainian Refugees in Poland May Be Left Without Social Assistance
Despite stable funding for Starlink, the veto by the President of Poland could have serious negative consequences for some Ukrainian refugees. According to estimates by Gremi Personal, nearly 22% of Ukrainians in Poland who do not have official employment risk losing access to social and medical support. This is especially concerning for the most vulnerable categories of displaced persons, for whom appropriate protection is critically important.
Impact on the Polish Labor Market and the Ukrainian Diaspora
Representatives of Polish businesses warn that the President’s decision creates additional uncertainty for Ukrainian refugees and the employers who hire them. According to the business confederation Lewiatan, Ukrainians make up over 65% of foreigners legally employed in Poland. As of June 30, 2025, there were 992,505 Ukrainians in the country with temporary protection status (UKR), accounting for 23% of all recipients of such status in the European Union. At the same time, 78% of Ukrainians with UKR status in Poland are already officially employed.
Experts emphasize that the legislative changes proposed by President Nawrocki could weaken the sense of security even among those Ukrainians who have jobs. This may encourage labor migrants to change their country of residence or return to Ukraine.
