Ukraine Develops Strategy for the Return of Citizens Who Have Left Abroad

The Ministry of Social Policy of Ukraine is working on a strategy aimed at facilitating the return of Ukrainian citizens from abroad. This was announced by the head of the ministry, Denys Uliutin, who noted that the preparation of the relevant document is planned to be completed by the end of the current year.

Restrictions for Ukrainian Men in EU Countries

Recently, there has been a decrease in the level of support for Ukrainian refugees in European Union countries. For example, in Germany, there have been calls to restrict the entry of young Ukrainian men. This reaction follows the decision of the Ukrainian authorities, according to which, starting from August 28, men aged 18 to 22 have been granted permission for free travel outside the country.

“The goal is to provide young Ukrainians with broader opportunities for education, internships, and legal employment abroad, so that the experience they gain can later be used for the development of Ukraine,” explained the Minister of Internal Affairs of Ukraine, Ihor Klymenko.

After the implementation of this regulation, the number of applications for temporary protection in Germany from this age group significantly increased – from approximately 100 to 1,000 per week.

Forecast for the Return of Refugees and Sentiments of Ukrainians Abroad

According to estimates from the International Monetary Fund, even after the end of hostilities, a mass return of Ukrainian refugees home is not expected. The population of Ukraine is likely to stabilize at around 34 million people.

According to a survey of Ukrainians currently living in Finland, only 6% of respondents intend to return to their homeland after the war ends. Meanwhile, the proportion of those planning to stay in Finland has significantly increased – 66% of survey participants do not intend to return to Ukraine, whereas in the fall of 2023, this figure was 51%.
